Delivery ≠ technical acceptance. Only accepted stock can be issued. WIR approval remains separate from MIR acceptance.

Controls that apply across the system
- Project-specific numbering, revisions, locations, disciplines, cost codes and linked records.
- Named current owner, due date, response status, escalation and complete event history.
- Separate technical, budget and contractual approvals; RFI responses do not automatically approve variations.
- Configurable approval thresholds, delegated authority and segregation of duties.
- Returned documents retain their history. A revised submission follows the required review again.
- Purchase commitments, partial deliveries, accepted quantities, returns and remaining balance remain distinct.
- ITP hold points require the authorized release before proceeding. Hidden work needs the required inspection.
- Approved drawing revisions are distributed; superseded versions remain archived.
- External consultant/client decisions are recorded by the document controller, or submitted through a future external portal.
- Response periods, notice deadlines and deemed approvals follow the contract; no universal deadline is assumed.
Implementation boundaries
This version is a reviewable blueprint, not an operational company system. Forms support session drafts, sample review actions, JSON backup/import and print-to-PDF. Accounts, enforced permissions, shared database, stored file uploads, electronic approvals, notifications, accounting and supplier integrations are not implemented. The workflow simulator uses fictional session data. A production version requires company isolation, server-side authorization, durable records, file storage and audit controls.
